It is requested to rewrite the sentence so that it contains a present participle or past participle form of the verb UNDERLINE, and in this case, the verb changed in not the underlined....Could it be: They repaired the building before opening it as a health clinic? You are absolutely right. The verb that should be underlined is the one in the other clause, otherwise it doesn't make any sense. Sorry, I forgot to mention it in the class.
